3 by 20 or 3 by 30 rule?
Will there be a 3 by 20 or 3 by 30 rule?
I have always found that particular rule to be quite silly. There is nothing wrong with having 1 level of a class here and there, and it doesn't stop people from power-building, it just gives them a bit less room to wiggle.

At this time, we are leaving it open, while some classes may get this rule we want to keep it relaxed as much as possible

I don't like having a 3 by 20/30 rule in place, if simply for RP perspective. I can think of plenty of RP reasons to take a splash of a level, but not devote yourself fully to the discipline.
The main reason for this type of rule was because class power was front-loaded on some class (I.e. HiPS at lvl1 SD). I think the better route is to make it more worthwhile to see a class the whole way (or most of the way) through. If we can find better ways to make a class more viable, we will see less low-level dip for power, as there could be bigger bangs at the end.
Something to think about with regards to balancing.

I dislike this rule, as I generally dislike any rule that dictates how a person ought to build their character.

I'm pretty positive we won't be having this rule at all. We're making a few changes to make classes more lore accurate and more viable to take as a class to encourage different kinds of builds instead of silly powerbuilds anyway, so there would be no reason for this rule. We're going by, nerfing obnoxious things for classes that don't make sense in the first place, and buffing underpowered's, but still staying true to lore. You will see much less nerfs (usually only things that are inaccurate to lore), and much more buffing of underpowered classes that could use a boost, to be on-par with casters.

While I am not a fan of powerbuilds, I do not like the restrictive nature of a 3 by 20 sort of rule. This is coming from someone who rarely builds more than two classes anyway.....so mayhaps, it is just personal opinion and my small voice in the dark but I like the idea of keeping it "Open."

No complaints about leaving it open, either, so long as the combinations make sense in terms of lore. It'll be obvious to a DM which players are powerbuilding for advantage, and those players tend to be marginalized in events.
And, as it was pointed out above, powerbuilders will powerbuild regardless of the rules. It really just matters how the spawns are. If they're so hard people HAVE to powerbuild, it'll be a bit of a struggle for the regular folk. >_<
