Why Aren't Drow Allowed?

Why can't I play a drow, half drow, or any other Underdark race?
Make them app only, and ensure the player knows and understands there is not going to be a Underdark put in?
In regards to Half Drow though, Why would they be banned, you get those on the surface after all. small lore chunk.
so effectively, you could and likely do have small groups of desert half drow, or maybe exotic half drow slaves, or half drow living with half elves, since the two breed true to make another half elf/half drow.
So perhaps its possible to allow folks to pick half drow, if they are from the region and not from the underdark?

- We have decided that the best course of action for our server is to focus all of our efforts on events and intrigue taking place within the city and its surrounding areas. Too often the creation of an Underdark or drow community alongside surfacers polarizes both players and staff, splitting them into "UDers" and "Non-UDers", especially based on the fact that drow are basically everyone's enemy, all the time. This always leads to one group or another feeling left out or neglected at some point or another. By not allowing players to roll drow, half drow, and other UD-only races, we are eliminating that kind of pointless split.
Additionally, we felt like the common portrayal of drow on other servers was getting away from their true nature in the Forgotten Realms setting. Drizzt is not a good representation of drow. Drow are the enemy at all times, and variations to such are so exceedingly rare that it is best left to small group PnP games - not a PW like this. So, we are bringing drow back to their position as hostile "others". Your character may encounter them on their travels, as drow played a vital role in the history of Calimshan, but you will not be running into one sitting in your favorite bar.

- in -790 DR, drow from the Underdark began raiding the emirates of Tethyr and Iltkazar in earnest, looking to acquire human slaves. These raids, known as the Night Wars, occupied Calimshan's garrisons, allowing those dissatisfied with the government to begin organized resistance against it. The highlands of Old Iltkazar actually gained their independence during this time and enough rebels fled north into the forests over the next four centuries to lay the foundation for Tethyr to become a nation in its own right.

You just quoted in the spoiler the answer to your own question.
If we made them app-only, then it completely defeats the purpose of not having any of them to begin with, and then only makes the situation worse by shrinking that group size even further. You want to know how long that one drow is going to last? Not long at all. Doesn't sound fun to us.
Notice that we said you will encounter drow in your travels. We're not pretending they don't exist; drow played a big role in Calimshan's history by way of raids and such. We are keeping drow as something used by DMs in events, or as hostile mobs to be hunted - not as a playable race.
When the admin group and first staff members were discussing what kind of server we wanted to see, the "No Playable Drow" was one of the first decisions we made after picking the setting, for all the above reasons. I do not see this decision changing.

I can understand that in regards to the Drow *ever so slightly embarrassed about posting the answer in my own question >.<* but what I am having problems with, is understanding is why Half Drow are not allowed, sorry if im being alittle slow ^_^

Oh no worries, its a good question.
Drow are, without a doubt, the enemy of all of Calimshan and Calimport. Why would a half-drow, a vile bastard to both sides, be left alive?
The only logical reason a half-drow would even be born is if one of those raiding drow captured and raped a woman in/from Calimshan (it is highly unlikely for the roles to be reversed, with a female drow, they're too proud for that).
To be crude for a moment: if that fetus didn't get the coat-hanger treatment, it would either get killed after birth, or the mother would be killed/kill herself as soon as she discovered she was pregnant. That is how much drow are hated here. Calimshan is no place for those rogue half-drow who survived childhood thanks to the kindness of a stranger who found them discarded at a riverbank or whatever kind of unlikely story someone could think of.
